Berger Says Eight Terrorist Plots Thwarted
According to the World Tribune, National Security Adviser Samuel Berger said that over the last few weeks Washington worked with its allies to foil millennium attacks being planned against U.S. targets around the world. He cited an intensive effort by intelligence and law enforcement agencies. "The last weeks of 1999 saw the largest US counter-terrorism operation in history."
Berger reportedly told the National Press Club last week. "Terrorist cells were disrupted in eight countries and attacks were almost certainly prevented thanks to the good work of our law enforcement and intelligence agencies."
"But the threat remains real," Berger added. "We'll need to keep meeting this challenge just as we met it last week: with both vigilance and a refusal to be intimidated."

World-Wide Y2K Status Appears "Much" Better Than Could Have Been Expected
ERRI/EmergencyNet News analysts and correspondents from a number of countries report few, if any, serious problems involving Y2K. Results of status reports obtained within the past several hours suggest that the billions of dollars in repair efforts may have paid off. Although some experts still warn that the final effects of Y2K may not be completely be understood for a few days or even weeks -- most of the world would, so far, appear to have escaped virtually unscathed.
ERRI would also like to congratulate the world's emergency service, military, and intelligence agencies for their hard work and success in thwarting or interrupting a number of potential terrorist and criminal plots.

Things Going Better than Expected;
International Y2K Cooperation Center Says
So Far...So Good...
As of 14:00EST, in the United States, no significant Y2K-related glitches or threats had been reported from any of the more than 30 countries that have begun to celebrate the new millennium. "Things are going as well as can be expected and maybe even better," according to Bruce McConnell, director of the International Y2K Cooperation Center in Washington.
ERRI analysts say that they are not aware of any significant infrastructure failures or other events that would merit reporting at this time. Some minor difficulties have been reported in several countries, relating to telephones being overloaded by people checking to see if they work, or calling friends and family.

Computer expert and Y2K analyst, Peter de Jager, is today thanking all of those people who have worked so hard to repair any potential Year2000 transition problems. de Jager says that as much as $311 billion dollars, world-wide, has been spent to in an effort to head off a failure of old computer code that wouldn't recognize the turn of a new millennium. de Jager says of the extensive repair efforts, "Many of the things we feared, and planned against, we thankfully avoided."
Top U.S. Y2K Czar Says He Expects NO Major Problems
John Koskinen, President Clinton's Y2K chief, told NBC news that, "We're very confident that there will be no disasters." Koskinen says that any possible infrastructure failures, "will not rise to anything significant on a national basis."
Koskinen said that the Y2K Council's Information Coordination Center (ICC) will summarize and issue reports of Y2K-related incidences from all 50 states and 180 countries around the globe, and make that data available to the public as soon as possible via its Website and a toll-free hotline. Some Military Websites Will Be Off-Line For Y2K Transition
Adm. Craig Quigley, a Pentagon spokesman, told
the Washington Post that " Some military installations around the
world "have chosen at the local level to take their Web sites off
line during the rollover period as an added precaution." Quigley said
he did not have an exact count of defense agencies taking Web sites off
line, but noted that none of the shutdowns would undermine military
operations in any way. Another officer told EmergencyNet News that those
trying to access their favorite military site shouldn't be concerned if it
is unavailable over the New Years weekend... he simply suggested trying it
again on January 3rd.
SEATTLE, WA
SEATTLE'S NEW YEAR'S EVE CELEBRATION CANCELED
CNN reported on Monday that the mayor of Seattle has scrubbed the city's planned New Year's Eve celebration below its trademark Space Needle, where an estimated 50,000 people had been expected to gather. "We do not want to take chances with public safety," Mayor Paul Schell said Monday. While federal officials have not advised of any specific threat to the city, "it is safer to be prudent," he said. The City's nerves have been on edge since violent demonstrations struck the N-30/WTO meeting in November, and following the arrest of an Algerian man accused of smuggling bomb making materials into Washington.

Suspects Rounded-Up Prior to Millennium Challenge
An unspecified number of arrests and "preventive detentions"
have taken place in several Middle Eastern
and other countries, according to government officials. The
round-up of "usual suspects" is believed to be an effort to
interdict and interrupt potential Millennium-related terrorist
attacks.
Officials from an undisclosed Mid-Eastern country said that it is likely that unless questioning of the suspects produces incriminating evidence that it is likely to that they will be released early next year. Counter-terrorist analysts say that the move is not unusual in some parts of the world and that detention for questioning is permitted under existing laws of a number of nations.
Bruce Hoffman, terrorist analyst with the Rand Corporation in Washington, D.C., told ABC News that “A similar roundup occurred during the World Cup soccer games in France a year and a half ago...it was calculated to have a disruptive effect and throw people off.” ERRI national security analysts said that the detentions should be a signal to intended terrorists that the United States is "pulling out all the stops" to prevent any potential trouble during the coming holiday weekend.

Iranian Govt. Warns of Y2K Disruptions
The USA Today newspaper is reporting on Sunday
(26 Dec 99) that the Iranian government has declared Jan. 1, 2000, a public holiday. The declaration is believed to be an attempt to prevent disruptions that may be caused by the year-end
Y2K transition, according to the Islamic Republic News Agency. The agency said the decision was made at a Cabinet meeting. It did not give further details, but the government has warned Iranians they could face "breakdowns in public services" at the end of the year because of the millennium bug, which
can occur in older computers.

COMPUTERS/Y2K: DENIAL OF SERVICE WARNING:
Various sources have been sending notes of caution to ERRI about a new version of a malicious program called the "Tribe Flood Network" or "TFN2K". It is said to be more powerful and harder to detect than an earlier version, according to experts. An updated sister program, called "Trinoo," is also allegedly due to be released next week.
According to Stephen Shankland, Staff Writer at CNET's News.com., the programs "secretly embed software into hundreds of computers. Then, at a selected time, a command is issued that prompts the infected computers to swamp a target Web site or server with messages in an attack called a denial of service." The program reportedly doesn't internally damage the "infected" computer, but the sudden and sustained flood of messages typically overloads the target system and causes it to shutdown.
Carnegie Mellon University's Computer Emergency Response Team (CERT) is quoted as saying of the new threat, "It is possible that intrusion attempts, viruses and other attacks will be focused on the time around 01 January 2000 under cover of Y2K incidents." It is believed by ERRI analysts that "Trinoo" and the modified version of the Tribe Flood Network called "TFN2K" may be part of the arsenal used by "crackers" during the holiday period.

UK Police And Hospitals Will Be On Heightened New Year's Alert
With at least three million people expected to celebrate in the streets of the U.K., all police leave has been cancelled in London and hospitals have been put on full alert for millennium night. Police will place 12,000 officers on duty and even sent one officer to Sydney to give advance warning from Australia of any Millennium Y2K bug problems. Intelligence experts have warned police to be on the lookout for trouble from groups believing the world is about to end, and from possible bomb attacks by renegade Irish Republicans. London hospitals have set aside extra beds, fearing more alcohol-related injuries than usual.

Don't Wait Till the Last Minute to Prepare for Y2K, says FEMA Director
Don't wait until the last minute to take care of your Y2K preparations, FEMA Director James Lee Witt urged on Thursday. Witt advised that the American public take steps now, not later, to replenish their supplies of water, food and other emergency needs in case of temporary interruptions that may occur in some areas after the calendar rolls into the Year 2000.
"Everyone should always have on hand the supplies they'd need in the event of a winter storm or other severe weather," Witt said. "While we don't want people to over-react, everyone should take care of their preparations in advance so there won't be problems."
Specifically, it's recommended that people should have on hand a three-day supply of food and water (one gallon per person per day), including special foods for the elderly or infants, if necessary. Also, people should store nonperishable food and a manual can opener, and should have on hand emergency supplies such as flashlights, batteries, a battery-powered radio and a first aid kit.

U.S. State Department Advises Travelers To Defer Travel Because of Potential Y2K Problems
The U.S. Department of State on Thursday advised Americans on Thursday to consider delaying travel to Russia and that U.S. citizens in that country should consider leaving until the extent of potential Year 2000 disruptions becomes clear.
In a Public Announcement, the State Department said: "U.S. citizens should consider deferring travel to Russia until the extent of Y2K-related disruptions, which may begin January 1, becomes clear. U.S. citizens in Russia should consider their personal situations and take those actions they deem appropriate to ensure their well-being, including departure. When making such plans, it is prudent to take into account the potential for diminished availability of seats on commercial airlines as January 1, 2000 approaches."
The DoS said it was concerned that potential disruptions to energy supplies in Russia could pose a risk to the health and safety of Americans by disrupting fuel, water, and telephone service.

Authorities Warn of Y2K Fraud Artists
Criminals are scrambling to cash in on the Y2K bug with
a variety of scams -- most of them using the phone -- that will run out as
the new year rings in. Holly Anderson of the National Fraud Information
Center said the scams are generally tried-and-true, but with a Y2K twist:
We need your bank account number (or credit card number or address or
whatever) to prevent any problems for you, the consumer, once the calendar
flips. U.S. Deputy Attorney General Eric Holder says the schemes are
"just dressing up old-fashioned telemarketing fraud in high-tech
clothing. They're playing on this fear of what will happen on January
1." ERRI crime analysts said that one's credit card or bank
account information should never be given to unknown individuals over the
phone...

U.S. Getting Ready For Any Y2K Threats...
The much-heralded Y2K computer bug may turn out to be the least of problems for law enforcement authorities on New Year's weekend. U.S. officials are preparing for the possibility of political, cult or racial violence. As authorities grow more confident that U.S. infrastructure will emerge relatively glitch-free from the potential computer bug, they appear increasingly concerned about those who might try to end the century with some kind of chaos or mayhem.
Robert Bennett, the chairman of a Senate panel that studied the Y2K technology challenge, said the United States and its allies should be on guard for both physical and computer-generated attacks timed to coincide with the new year. Bennett said: "We think there may be terrorist groups planning to ride in on the Y2K wave. There is the potential for these groups to commit acts that may be mistakenly attributed to Y2K."
A senior law enforcement official in Washington told EmergencyNet News today that the they are thoroughly aware of potential domestic or international threats, set to coincide with the Year2000 transition, and that "everything humanly possible is being done to try to counter these potentially violent acts." U.S. State Department Issues New Worldwide Caution
Citing "credible information that terrorists are planning attacks," the U.S. Department of State on Saturday issued a worldwide caution to its citizens traveling abroad through the start of the New Year and Ramadan. In a statement, the DoS said that it had information indicating attacks "could be planned for locations throughout the world where large gatherings and celebrations will be taking place."
The Public Announcement urged U.S. citizens traveling or living abroad "to review their security practices, to remain alert to the changing situation and to exercise caution." It also said that American citizens should "avoid large crowds and gatherings, keep a low profile, and vary routes and times of all required travel."
The State Department said this most recent warning replaces one issued last month urging travelers to be alert to potential actions of the Taleban, an Islamic movement that controls 90 percent of Afghanistan. State Department spokesman James Foley said in a statement he could not provide additional specific information on the department's latest warning of terrorist threats... Proliferation of Viruses Expected Between Now and 2000

As previously predicted by ERRI analysts, the W95.Babylonia, Explore.Zip, Mypics.worm, and various kinds of "Melissa" viruses have all broken out in the past week. Anti- and Counter-virus experts say that they fear that these are only a few of maybe as many as 100 new computer viruses that may be released between now and Jan. 1, 2000. Researchers from Network Associates, Symantec, and McAfee corporations, say that they believe that the Y2K transition period will be an extremely active time for the release of potentially damaging computer viruses.
Experts tell EmergencyNet News that at least some of the new viruses are designed to exploit public fears of the Y2K bug by appearing to contain free "fixes" for it. Others are designed to activate early on 01 Jan 2000 and may only add to confusion for corporate and government analysts, who are trying to diagnose possible infrastructure failures during the Year2000 transition period. ERRI advises all our government/corporate clients and EmergencyNet News readers to frequently check for updates to their anti-virus program, run virus scans nightly, and to ensure that their hard-drives are backed up and stored in a safe place. More Police Will Be On Streets For Millennium
The French Interior Minister said on Monday that France plans to put more than 60,000 police on the streets on New Year's Eve to deal with any problems and help assure a smooth transition into the year 2000. Interior Minister Jean-Pierre Chevenement said that about 11,000 extra riot police and mobile units will be added to those already in place for street duty. An additional 1,600 soldiers will help watch airports and train stations, already under special watch. The increased security is aimed mainly at avoiding "crowd movements," assuring minimal problems due to any failure caused by the Y2K computer glitch and stopping all risks of attack by terrorist groups. The higher security is said to be comparable to that deployed during last year's month-long World Cup soccer championship...
JAPAN/Y2K:
Japan To Place Large Number Of Troops On Standby For Millennium
The Japanese government announced on Monday that it will place ten of thousands of military personnel on alert on New Year's to deal with any possible Y2K millenium-related incidents. About 96,000 Self-Defense Forces staff will be on alert across the country for two days from New Year's Eve to deal with possible emergencies triggered by the Year 2000 (Y2K) computer glitches. The Japanese also plan to put more than 100 aircraft, warships and special vehicles on standby, and deploy several chemical warfare units. The government said that it was simply trying to be prepared for all contingencies associated with the millennium computer problem and was not going on the alert to cope with any possible military attacks...

Two Militia Members Arrested In Terrorist Plot
Federal officials said on Saturday that two anti-government militia members were arrested in an alleged plot to bomb a large propane storage facility. The arrests on Friday came after a nearly year-long investigation by the FBI Joint Terrorism Task Force into a potential threat against the Suburban Propane facility in Elk Grove, California and other targets in the Sacramento area. Other threatened sites were not identified by authorities.
The Sacramento Bee reported on Saturday that authorities believe the alleged plan was designed to exploit Y2K fears among the nation's hate groups. A law enforcement source close to the investigation told the newspaper: "We think we stopped a terrorist attack. "Can we be certain they would have carried it out? We don't know. We had to behave as though they were going to do it..."

Concerns Being Raised by Emergency Agencies About 21 Nov 99 T.V. Movie
Emergency service and other government agencies are reportedly expressing their concerns about an upcoming NBC TV movie about Y2K. Matt Drudge, on Saturday 13 Nov 99, quoted an unidentified lawmaker on the Senate Special Committee on the Year 2000 Technology Problem as saying: "This is one of the most irresponsible things to ever come out of Hollywood! Why is NBC doing this? There are going to end up scaring people into a complete panic. Shame, shame, shame on them!"
The movie, scheduled to air on 21 Nov 99 during "sweeps week," has become a major discussion issue in various public service newsgroups, as emergency managers express their concern that the program will only amplify the public's latent fears of possible wide-spread infrastructure failures. One emergency manager told EmergencyNet News that this program could contribute to additional problems for fire, police, and EMS agencies on what is expected to be an already busy New Year's eve.
Another emergency responder and Y2K analyst said that a NBC News official had told him that the movie is intended to be a fictionalized and "light-hearted" look at the problem, and that NBC will provide "hard news" and "real facts" about the problem in other news coverage, not associated with the program. ERRI and other several other agencies have previously suggested that NBC affiliates feature a local spokesperson or expert, presenting some factual information designed to reduce public apprehension, concurrently with movie... FBI Report Says Potential For Millennium Violence Is "Very Real"
The Washington Post was reporting on Sunday that a Federal Bureau of Investigation report prepared for the nation's law enforcement officials says the threat of violence by extremists to mark the new millennium is "very real." The bureau said in a written statement on 20 October that it was preparing the report, entitled "Project Megiddo," and would share it with police chiefs at their upcoming convention.
The FBI said the document analyzes "the potential for extremist criminal activity in the United States by individuals or domestic groups who attach special significance to the year 2000." The Post reported that it had obtained a copy of the report, which FBI officials have said might eventually be made public.
The first ones who will get a look at it will be the officials at a closed-door meeting of the International Association of Chiefs of Police in Charlotte, North Carolina, on Wednesday (03 Nov 99).

FBI To Issue LEA Advisory Regarding Potential Millennium Violence
CNN was reporting on Wednesday that the Federal Bureau of Investigation is preparing to issue an advisory to law enforcement agencies alerting them to the potential for violence as the millennium approaches. The Bureau plans to distribute a 30-to-40-page document which warns law enforcement personnel to take threats and tips about potential acts of violence seriously. The millennium is expected to provide a rich target for groups or individuals bent on destruction and desiring publicity. A number of FBI sources say the changing of the century could be a catalyst for those who believe the new millennium will bring about a cataclysmic event. At least two government agencies are developing a process to determine a Year 2000 glitch from a malicious hacker attack. The Defense Department and the FBI's National Infrastructure Protection (NIPC) are working separately to develop a "methodology," or triage system, that will help decipher a Y2K or hardware failure from a network intrusion, according to Anne Plummer, in the Defense Information and Electronics Report.
NIPC Director Michael Vatis said his center was working on a methodology with the Defense Department. "I expect that that methodology," Vatis said, "will include looking at certain signatures that we already see in intrusions now, what sort of activity there was up to and during the advent of an outage, whether there were pings or probes in the system . . . what types of protective firewalls or other security software were in place, and what the nature of the outage is. I think that's the general sense of what the methodology will contain, but the specifics we're formulating right now."
20 Aug 99 - BRITISH COLOMBIA:
The Royal Canadian Mounted Police (RCMP) said today Alfred Heinz Reumayr, age 50, was arrested by police in British Columbia on charges of plotting to bomb U.S. electrical generating facilities (later reported as an attempt to bomb oil pipelines in Alaska). Allegedly, the bombs were to have been detonated on New Year's Eve to coincide with concerns about the so-called "millennium bug," at the start of the year 2000. According to UPI, the suspect was arraigned on five counts of explosive-related offenses, after he attempted to solicit the assistance of a U.S. citizen in placing the explosive devices. 10 Aug 99: Y2K Remediation Warnings:
Both ERRI and government analysts continue to warn of potential problems with remediation efforts undertaken to fix the Y2K bug. Network and Information Technology (IT) professionals should be warned that there is a potential for "booby-traps" to be installed by foreign or little known programmers, who are being contracted to work on correcting software date errors relevant to Y2K.
"Some Y2K programmers with malicious intent may be quietly installing malicious software codes, such as a logic bomb or a time-delayed virus, to sabotage companies or gain access to sensitive information sometime in the new millennium," Rep. Constance Morella, R-Md., chairwoman of the Technology Subcommittee of the House Science Committee, said at the hearing. "Most troubling is that several security firms have already found trap doors in Y2K programming," according to the the Newsbytes News service.
ERRI analysts suggest a complete security check must be performed after the completion of Y2K remediation efforts to insure that additional malicious code, or secret "back doors" weren't added to software that was under repair.

In an effort to monitor and report in real time all consequential events that take place during the transition to the year 2000, the Emergency Response & Research Institute (ERRI) has announced that it will make a "Y2K Watch Desk" available on-line on its popular emergency service/national security website.
According to Clark Staten, ERRI Executive Director, the concept was first announced at the Association of Public Communications Officers (APCO) Y2K Readiness Symposium, held at the Galvin Center/Motorola Center, in Schaumburg, Illinois, on May 21, 1999. During that meeting of government officials from all over the country, Staten announced that ERRI, in association with EmergencyNet News correspondents throughout the world, would be monitoring and reporting in real-time on all important or emerging events during the period of December 31, 1999 to January 1, 2000.
