Iraq demanded that the following conditions be implemented prior to their compliance with the U.N. resolutions:
At first euphoric about a negotiated settlement, American officials became less enthusiastic as the details of the Iraqi initiative were released. President Bush and his staff reviewed the stipulations for the Iraqi withdrawal, and after deliberation, labelled the proposal a "cruel hoax". Senator Paul Simon of Illinois, stated that he hoped that the effort for peace was genuine, but that he feared that it "may be another ploy" in the Iraqi propaganda campaign. Military and intellegence analysts hypothesized that the Iraqi offer was a secondary gambit to the Iraqi media campaign, launched after Thursday's bombing of an alleged "civilian bomb-shelter".
Coalition military forces, after review and cosultation regarding the "peace plan", declared that the air-war would continue as before. Continued reports of Allied convoy movements towards the Kuwaiti border would seem to indicate an acceleration of the date of the ground offensive. The newly deployed American 3rd Armored Division is reported to have received a bulk of it's heavy equipment and is proceeding toward the front lines. Constant small unit probes are being conducted to ascertain the actual nature of the dug-in enemy's positions.
